Q: Why do we need to wear a kirpan if it is not easily accessible during an attack? And we are protected by the law?

In western countries, such as Canada where Sikhs are obligated to cover or tuck their kirpan under their clothes or obligated to wear very small kirpans 2-3 inches, why do we need to wear a kirpan if it is not easily accessible during an attack? Moreover, we are protected under the Canadian (or___country's ) law.
Kirpan symbolizes that one needs to stand up for the truth and protect the oppressed and the weak. It is a physical reminder to one.
